Noodopvang Capelle Aan Den Ijssel (Barbizonlaan)

The Barbizonlaan site in Capelle aan den IJssel has been used by the COA as emergency asylum accommodation since April 2023, initially for around 30 people on a contract first meant to expire at the end of 2023. In December 2023 the municipal council voted to keep the location open longer, and the COA expanded its use. A local petition opposed asylum reception at the address, while a separate, larger conversion of the former NH Hotel in Capelle (for up to roughly 295 people) ran into delays and only opened in 2025.

Cost

Dutch asylum reception is funded by central government through the COA. At an illustrative benchmark of about €184 per person per night for emergency reception (noodopvang), the 95 people recorded here on 13 August 2025 imply roughly €6.4m per year. This is an order-of-magnitude figure for context only, not a site-specific invoice — emergency reception typically runs around three times the cost of a regular centre.
