Germany is federal: the Bund funds it, the Länder and municipalities run it. There is no national register, so this coverage starts city by city. Bremen's register is an annexe to a Bürgerschaft answer, giving each facility's type, district, street, operator and contract dates, but no house number and no population column. So the house number comes from operators, Senate lease papers, district committee papers and press, and the coordinate is derived from it. Bremen does not publish who lives in an individual facility, and is explicit about it: asked what information is not public, the Senatorin answered that origin data at the level of a single facility is withheld. So no Bremen site carries an asylum label and none is counted in any asylum capacity figure. Bremerhaven, which is the Land's other city and a separate authority, is not yet covered here: its two Gemeinschaftsunterkünfte appear in the register with no address, and its other stock is scattered flats, which we do not map in any country.
